Alternatively the tester and developer can work hand in hand and have the test cases ready before developer starts to work on it. The tester can handover the test cases to the developer who then will mark against each test case whether passed or not. That way the entire turnaround time can be reduced by a substantial amount.

What about Test-Driven Development? That way, every single line of code is written to make a _unit_ test pass. This generaly helps developpers envisioning all the possible cases, including unhappy cases, that is, error cases. That way they produce "clean code that works", not bug-free code, but code that allows testers to do their job. Moreover the code is built along with all these unit tests that form a safety net, that will detect any regression made while changing the code ; and also creating a new unit test becomess very easy when a tester or a customer reports a problem.

Good one...! yes its a debate which is going on from quite some time. I completely agree with the author that developers can guide testers to come out with a quality product instead testing it apart from coding...!
