THIRUVANANTHAPURAM, INDIA: In a unique venture in the country, all state government employees in Kerala have been initiated into the world wide web with the state government initiating its 'Email to All Employees' project.

The new initiative was kicked off today by the Chief Minister of Kerala, V.S.Achuthanandan. The Kerala State IT Mission is the agency implementing the project.

The Government of Kerala has embarked on this project to provide e-mail IDs to all the 4.75 lakh employees of the government in a phased manner.

As an initial measure, today, over 4000 State Government employees received their official email IDs through a web-based email service using an open source software package. This automation will now substitute the conventional paper-based communication. Other facilities like calendar, address book, file manager etc have also been activated for each email account.

According to Rathan Kelkar, Director, Kerala State IT Mission, "On the successful completion of this project, we are expecting considerable enhancement on the efficiency on the government functioning. We have already published a set of rules and policies regarding managing e-mails approved by government, based on the guidelines of the Union Department of Administrative Reforms and Public Grievances."

The project has been developed on the Free and Open Source Software (FOSS) platform, configured and tested for hardware and software and finally rolled out by the Centre for the Development of Imaging Technology (C-DIT) led by P Gigy, team leader, Open Source Technology Team.
