initial reaction GREAT!, but technology is suppportive of ur system only.Issuing of cards would require illegal migrants, floating populace and other factors like regularization and use of technology in land and municipal records. Also flexibility of paper requirements which marred the Election cards as non-starters and removal of names from rolls of voters. So to support this technological move we need to have seperate law, which exists in bits and pieces and adds confusion and regression. I hope Mr.Nilekani will consider this crucial administrative issue at hand.
